updating the sys file question

how do you do this? do you need to be the original chef? theres a rom im very fond of because of the start menu but the chef has stopped working on it and i want to be updated with the latest sys. probably cant do it?

premier intx, noone seems to know how to change the start menu like he has it, and that start menu is really nice and easy to navigate.
