how to make an opera link?

how do I make an LNK file that when I open it, it opens up an specific opera page? For some reason I don't know how to do this although it seems like it should be easy...

that didn't really help. I know how to create a shortcut, but not how to create an LNK that opens an opera link to a specific site.
