Unable to send emails from pocket outlook, any fix?

This has actually been reported back in 2008, that the wm 6.1 had a bug preventing user from sending emails from pocket outlook. And then Microsoft posted a fix cab on their site.

However, my experiences are different. First of all, I have 4 accounts; 2 associate with my university imap server, 1 gmail using imap mode and one hotmail. Basically I had no problem sending out emails from gmail and hotmail, but when it comes to the 2 university email accounts, I had exactly similar symptoms described by many users. For example, when I tried to reply any email from those accounts, I saw the "dowloading headers" note for a long time, and then it popped out a failure note telling me "messages could not be sent, check settings". And this unsent email went into outbox, and whenever the outbox had this kind of unsent email, I could not receive any email, it just stuck at the "retrieving header" stage and then failure unless I empty the outbox.

I tried the M$ fix cab, but it would not install, telling me "fix not for the specific version of wm 6.1" and btw I'm with stock Sprint rom (newest version).

This problem has been bugging for quite a while because I simply cannot use my unviersity email on my diamond anymore. And I followed the instruction on our computer support site to set up the account, and it worked before, so I really do not know what to do now. Please help!
