a new rom is basically a tweaked up version of WM 6.1, for instance it could include different registry settings, different programs, and even compressed differently to provide more memory than the original rom.

to flash you first you need to unlock your phone, you can go here for that. http://forum.ppcgeeks.com/showthread.php?t=36062 . also make sure you READ as much as you can to make sure you are comfortable doing this.

also, a hard reset will not reflash the sprint ROM, it will only reset your phone to the original settings of the ROM you flashed. If you want to go back to the sprint ROM you need to flash that rom back on there.

Your phone come with an operating system. It is protected, and won't allow major changes. The unlocking process places the phone into a state, so that it can be changed. The custom roms, which you can now apply, are completely new operating systems, made up from whatever the "chef" prefers. After flashing to a custom rom, you can still hard reset ... but it is to the custom rom that you installed ... in it's original form. You can always "flash" back to the original stock rom that your phone came with ... or to another custom rom of your choice. I know it can be a little confusing, but that's the basic difference between "flashing" and doing a "hard rest" ... hope this helps.
