Voice Dialing over Bluetooth .cab - Treo 800w - Other devices?

So Palm just released a .cab file to add Voice Dialing over Bluetooth to the 800w. My question is - can that .cab be changed to work on other devices? What would be involved?

Most other devices (including any version of the Apache/6700) already have this feature once you install MSVC. And all of the 6.0 ROM/kitchens and 6.1 kitchens have it available.
