Last I heard, and it's been a long while, the problem is how your exchange server is configured. Check the threads and you might be able to find one discussing WM6 and exchange server issues.
In the meantime, export your contact info to another service like mail2web and sync your contacts that way.

Try a hard reset and don't enter any information about the exchange server in your phone. Also remove it from active sync profile. Try that and if everything syncs then the exchange configuration is your problem. Like the guru said!
