Change Regional Setting though registry/kitchen???

When you go to Start>Settings>System>Regional Settings my option is set to English (Canada), my question is how can I set this to English (United States) though the kitchen? I have already tried doing it as a registry edit in "my Registries OEM", as a .provxml, and as a registry cab install during customization.

This registry is pull off from here:

[HKEY_LOCAL_MACHINE\Security\ColdInit]
"Locale"=dword:00000409
That is exactly how I want the registry to look, with 00000409 as the dword but it doesn't change when I flash my ROM. I'm currently using the latest Calkulins' kitchen with 21231. Do you guys have another way I can change this though the kitchen??? Thanks!

I think more places need changed. Also look in [HKEY_LOCAL_MACHINE\nls].
And there might be more, I am trying to figure this out as well...

Edit: its the settings in HKLM\nls that need set - and in Calku's kitchen there is an entry in the provxml file in the carrier oems that sets it to canada. Search the provxml for nls and then change the value from 4105 to 1033.
