Number announcement ringers

I have a HTC touch and a Motorola Q9c both with WM6. My last phone, that I hated to let go, was a Sanyo MM-9000 and what I loved most about my 9000 was that when someone called me, it would announce their voice automatically. I did not even have to speak the persons name in the phone for recognigtion, it would just read the name from my contact list. And if the name was not in the contact list, it would announce the whole number or say "unknown number".

My question, Is there a WM6 app that does the same thing?

But a few complain of the volume being too low. Is it not preinstalled on the touch?
