Dell Streak 7 White Screen Error On Boot?

What does this mean and could a factory reset cure it? It works fine when connected to a dock and hooked up through hdmi to a tv.

Well I won it for $125 with a leather case and dock and the screen actually had lines going across it that ya could barely see... Suddenly no video through HDMI, I couldn't even get into recovery mode. Well I think I got into recovery mode, then couldn't get it to power off, no HDMI but I took it to a repair shop and they said they couldn't get anything on HDMI display.

Would the lines mean a bad screen/display? You could only see the lines if ya tilted it to the side or looked at it in the dark.
