Android purchases
 
How do you "save" Android purchases? Using both the Google and Amazon stores? For example Apple has iTunes which saves the app on both your phone and your iTunes account. If I start to flash ROMs or format my SD card, what happens to my apps? Also are apps locked down per device or per phone number? If I change phones will the apps transfer to the new device somehow? I am specifically talking about paid apps, probably with some form of DRM within the app...

Google Market and Amazon App store accociate your login info with apps you've paid for. When you switch Roms, you just sign back into the store/market and you can download the apps you've already bought.

Device type should only matters if the app is not compatable with a device. I use the same login on my Epic and Nook Color and can access the apps I've bought with either device.
