Thanks Vin. I'm not certain that this is the problem I'm experiencing because:

1. I don't have the CHT lockscreen enabled.
2. I've used CHT on other ROMs (without lockscreen enabled) and didn't hae this problem.

No,that cab is tricky lol
Change
[HKEY_LOCAL_MACHINE\System\Shell\Notification\OEM]

to
[HKEY_LOCAL_MACHINE\System\Shell\Notification\OEM]

And that last regedit you posted...If your going to give advice at least make it helpful!! Why would you tell me to do something when it doesnt do anything!?? JK it worked perfectly!! Thanks for the help. This upcoming update is there going to be anything different other than the removal of the CHT lockscreen?
