in the regestry go to HKLM\software/microsoft/CHome. open the CHome folder, not its sub folders and in the reg key for ExtensibilityXML make sure the panel you are adding is listed where you want it. ie if you want it at the top it should be listed first...
this was my problem when I was trying to get CLinks to show up when I customized it. Hope it helps.
