I did some research and it is definitely legal to break locking measures on phones that lock them to 1 carrier (at least until the copyright office revises the DMCA exemptions this summer.)

I would try calling Verizon tech support and asking to speak to a manager. Explain that it is the law and then threaten to sue if they do not activate your phone. Clearly it is possible as it used to work without issue.
