For starters it looks like you're gonna need WisBar Advance Desktop. The download is just a zip file...so you should be able to open it on your pc.

I've uploaded the readme file from "iPhone_v0[1].5_by_Torx-Tevelopment.zip"

That should give you some idea of what you need to do.
