You can't force EVDO roaming. What services you can use depend on the roaming agreements between carriers and what PRL you're using. Keeping your PRL updated is all you can do. If Sprint doesn't have an agreement to roam on EVDO on Alltel's network, nothing you do on your Mogul can make it happen.
