It's actually in this very thread! If you go to the Vogue Forum and click on the "<files>" button next to the thread title it shows all the files that have been attached to the thread.

There is not an actual program as far as I can tell, just a call to an internal API.

Not directly. The backlight is controlled by the Backlight API and the Backlight registry settings. Neither of these can be set using a Cube button, but I have heard of a program that cycles through backlight settings. I don't remember off hand where I heard of it or what it as called. I'll look around but can't promise anything.
