If its a software problem, a hard rest would fix it.
The question is if that's really necessary... I've had many HTC phones, and I've never had a problem so bad that it required a hard reset. That's always the plan B you hope it won't come to.

Have you tried a soft-reset? does the lagging start right away after resetting, or does it take a while?
How's your signal?
How much memory is it reporting free?
If you're sure nothing is installed that runs in the background anymore, try putting it into flight mode and see if it is still lagging.

If all else fails (and you don't mind spending a few hours re-installing all your stuff), by all means a hard-reset should fix it.

That is, assuming there isn't a hardware problem, which is very unlikely.
