if I flash a new rom then use SPB backup, will it install/restore the settings you had on the new rom?

Edit: So lets say I was on stock rom for a long time and customized it to how I liked it to be, but now I want to go to a custom rom. Can I create a backup and flash a new Rom then restore settings/programs onto new rom.
