rom is the phones firmware... almost like loading vista onto your xp computer... its very possible to "break" your phone... not physically of course but yeah. when you put a new rom on your phone thats called "flashing".
A cab file is an installer for ppc (pocket Pc's). its a file that contains other files but once opened it will tell the other files where to go in your device's directory or make changes to your registry.... you can always delete .cabs like the previous post.
