Sorry. I did some digging around and for PCs to connect to the phone or treat it as a networked resource, the Mogul would have to be running a service for them to connect to. Again, I am pretty sure I have seen some ftp possibilities, but nothing approaching what you have in mind.
If you want to grant access to the content on your phone, you might try one of the OTA sync sites where you can backup all your content to a web repository.
Another option you may want to play with is
MyMobiler - where you can control and browse your phone from a PC after install of the client to the PC and the server app to the phone.
