The only program I use for this is Windows Explorer. I just go to the Windows directory and then to the Start Menu directory. Then, I create subfolders (Applications, Multimedia, etc...). Then I move all of my shortcuts into the folders.
I have found that the Recent Programs area only populates programs run directly from the Start Menu.
So, you could control the number of applications show display in Recent Programs by limiting the number of shortcuts directly in the Start Menu folder.
I, personally, have removed all of the shortcuts from the Start Menu folder and placed them into my own subfolders. I even took the shortcuts out of the Programs folder and moved them into own created folders. Then, I hid the Programs folder.
Now, when I click the Start button, I have 5 categorized folders and all of my shortcuts are in there. I do not see the Programs folder because I no longer need it.
The only drawback is that when I install a new program, I must go into Windows Exploer and move the shortcut to a subfolder so that I can see it from the Start Menu. But it's a small price to pay.
