I had the same problem. It's a simple reg edit fix.
you have to edit these registry keys.

HKEY_LOCAL_MACHINE\Software\Microsoft\Shell\Rai\: DEFBROWSER
"0"=Opera Browser
"1"=\Windows\OperaL.exe


that should do it for you.
