Have you setup port forwarding on your computer to receive the incoming request? If not go to your router admin page (192.168.1.1 or whatever yours is) and setup port forwarding for port 3230 to go directly to the IP address of whichever computer your trying to control. So your IP for your network may be 66.66.192.258 but when you do IPCONFIG on your computer it says 192.168.1.2 so you put the 66.66.192.258 into Remote Touch, on your router admin under port forawarding put in port 3230 for IP 192.168.1.2.
