How about giving them a phone that does not surf the internet? Why would ANY child NEED a TP and not be old enough to see pornography? If his moral values are correct, then he won't look at it. If you don't trust him, he will go to his friend's house and watch porn...

Most phones that can text can access the Internet but in a more limited fashion, but I am sure they can still see pictures, so most phones are probably not safe for porn...
