Power limiters in electronic devices are there for a reason. Mainly to keep either the battery, or device itself, from drawing to much power overloading the cells and/or capacitors in the device resulting in damage or premature failure of the battery or phone. PSU's in computers use this method for each rail (regulators) to give the component ONLY the amount of power it needs to operate fully. Without these regulators, Your MB or components would fry like an egg.
