Grand Central is not just for recording phone calls. What it is, is a communications management tool ,for lack of a better phrase. They assign you a single phone #, (hence the "reserve my number" button) which you then link to all of your existing numbers (i.e. home, cell, work, etc), so you only have to give out one phone number. You can decide what phones ring when. It also has v/m management tools. I know that was a long winded answer to your question.

As for the original question of this thread, each state has it's own rules about recording phone calls. Most will allow it if one party is aware of the recording.
