I have had this issue as well. The last time it happened, I was traveling and had changed time zones just as you did.

Basically, Windows' Notification Queue gets hosed with both multiple entries (resulting in you having to dismiss the same alarm more than once) or with entries that shouldn't be there (alarm goes off at the wrong time).

When this happens, I delete the Windows\clock.exe entries pertaining to the bad alarms from the 'Classic Time Based' section, and then rebuild the Notification Queque (although I think Windows will do this by itself).

Poof . . no more bad alarms.

I use Memaid to do this, but there are other apps that I understand will work just as well.
