iContacts hooks into the winmo hook here in the registry:

That's how the program author did it in the .cab.

edit: I did just post a new OEM for iContact v0.8, download it and check out the registry edits in the RGU file:

OEM_iContact_v0_8.....................................iContacts v0.8 Contacts Manager w/Setup utility
