After doing this make sure you go and change your time sync settings too.

Start>Settings>Personal>Phone>Services>Time Synchronization

hit the "Get Settings" button and make sure you uncheck the "Time Synchronize with mobile network automatically" box

If you do both of these things and soft reset, Active Sync shouldn't be running when your phone starts up again
