No, install the ROM update first. The current ROM is 3.56.651.0, the latest Radio is 3.42.50, you'll need to unlock your Mogul to flash the radio so you'll need "nueSPL 2.47". The search engine is your friend. After you install the new Rom, it's gonna say "About to begin Customizations", that's when you soft reset by using your stylus on the reset button.
