Software issues won't let me activate my phone?

I got a 6800 off of ebay just today. Very excited, I went online and went to activate it. I waited the 10 minutes, called the programming number, unable to program. I did this numerous times for a few hours.
I then called Verizon tech support.
They had me do many things in the ##778 menu.
The authentication key would not work, no matter how many Verizon generated.
I had to change my phone number in the MDN, MIN1, MIN2, MSID settings.
The Home SID/Home NID settings.
I did all of these things a few different times. The over the air programming still would not work.
I then did a master reset. After calibrating the touch screen, going through the tutorials, the phone then installs a whole bunch of software and resets again...
Here are a few of the programs I caught it installing.
  • DefaultRingtone_XBOW.sa.CAB
  • Intellisync_8.0_PPC_Stub.App_VZW.cab
  • MP_Titan_VZW_Shortcode_438749.cab
  • RadioRefurbish.sa.cab
Verizon tech support told me this shouldn't happen. I'm not sure if this phone has been unlocked for another network (Sprint, Alltell, etc.).
So, at this point I am totally clueless as how to activate my phone. Anybody have any ideas?
