It really depends on how frequent of the sync between the two. For push mail, you do not have to sync everytime to know there is mail coming, however, once the mail does come, your treo does a full sync to retrieve the mail. With pop, you just set the pre-defined interval to full sync with the server. If your push mail accout has a lot of activity and the mails are not coming at the same time, you may end up with much more power drain since each notification will trigger a full sync.

General speaking, the push mail advantage is to get the mail as soon as it arrives the server without having to full sync with the server in short interval with pop to gain that advantage. With that regard, yes push mail does save power over pop. However, if you do not care about how quick you know the email coming, then you can set the pop to a long sync interval and actually save a lot of juice instead.
