Website database to track ROM versions, bugs, requests, etc.?

Anyone know of a website that developers can post info about each ROM version and its changelog? It would be nice if it allowed users to register and post bugs and make requests.

The current process is to post one thread in a forum (here) for a ROM with the details and changelog in the first post. Then bugs and requests get mixed into pages and pages of posts (or hundreds of pages if you are No2Chem!). So it's difficult to see if a bug has already been reported or if it's been fixed - especially when most of the posts have very little to do with the ROM itself.

I know there are sites like codeplex, but they are more geared to software developers and not users.

Seems like something easy to build if you know anything about database driven sites.
