cLaunch can do that.... Just search for an icon pack on PPCGeeks and you are good to go. change icon size in cLaunch to 32X32 or smaller if you need more icons in view. Then link to programs and select icons of choice. People have made iphone themes etc with this method or just a useful couple of rows of icons if thats all you need.

My current Today screen is shown below with SPB weather on top (fixed position via reg edit), cLaunch in the middle using two rows of 32X32 icons (fixed position via reg edit), Phonealarm, and Calendar plus, Vijay toggle today (to remove the pointless soft keys on the Today screen. Scrollbar only appears next to the phonealarm and calendar plus screen items (from the reg edit of the today screen apps).
Ultimate Launch is a more configurable option. I tried it, but find that there are too many fiddly bits for me to really get to use it well. With all the ROM updates I have tried over the last 2-3 months (perhaps 15-20 at a minimum) I am not too interested in fiddling with a complicated (Ultimate Launch) but useful piece of software and like the easy, fast setup back to my default settings with cLaunch. I usually do not set up multiple icon screens as by the time I have set them up, its new ROM update time (hmmmm lets see if No2Chems 5061 is up by midnight.... hope he got his mogul back)
