i had the same problem too, with a custom MDA rom
go to start>settings>system
here click on Regional settings and go to the TIME tab. right now the time style probably says H:mm:ss or something with a big captial H. click the dropdown menu on that and change it to h:mm:ss tt for, lets say, 9:00 AM. or you can put in hh:mm:ss tt for 09:00:AM. the double h means a leading zero for single digit hour times.
