This was originally found as Lock_Ring_Kit.zip on a Thunderbolt forum, but it wouldn't work for my EVO 3D, so I made some simple adjustments and got lucky enough to get it working.
This will outline the method for creating your own custom Lock Rings with your own custom images.
First, choose your image.
You must edit the image. Size DOES matter here.
It needs to be 271x270 pixels.
It also needs to be rotated 180 degrees, and mirrored (horizontally flipped).
Save your image as Custom.png
Download THIS FILE:
LockRingMaker.zip
Extract file where you want it, it will extract to a folder called "LockRingMaker". DO NOT delete the zip file after you extract it if you want to create more than one Lock Ring!
Place your horizontally flipped, 180 degree rotated 271x270 pixel Custom.png in the "LockRingMaker" folder (overwrite the existing file).
Double-click the "Rename & Run.bat" file and wait.
It will clean up after itself, so you will have to extract the LockRingMaker.zip file for each Lock Ring you want to create. So, do NOT delete the file after you've extracted it.
I would really like to see posts in this thread with a link to the Lock Ring you created and the picture you used to create it (Before you mirrored and rotated it)!

TO INSTALL:
1. Place Lock Ring that you wish to install on your SDCard.
2. Make sure fastboot is off.
3. Power off
4. Hold volume down and press power to boot to fastboot mode
5. Select Recovery (I'm using Clockwork 4.0.1.4)
6. Install Zip from SDCard
7. Choose Zip File
8. Locate and select Lock Ring to install.
9. Go Back
9. Reboot phone.
