Are you sure its just not when you are on the phone or sending/recieving a text? Both of those use 1x. Are you EV when you surf?
If not have you installed the usc 3g rap-up rom? It updates the radio and the PRI settings. Its called "PPC6875_US_3G_MR" I will try and trace it down if you need it.
