GPS no longer working right in Europe

I have been using my TP2 in many European, Asian and South American cities over the last several months. It has worked flawlessly. I got in on the Sprint unlimited international data plan, so using Google Maps is (near) perfect.

This week, I traveled to Germany. The GPS would NOT find satellites. I had excellent data reception and downloaded the Quick GPS satellites data. I tried resetting the phone (battery out for extended time).

So, the question is, has Sprint done something to cause problems with the GPS while traveling? I know I cost them a fortune in data fees, so I'm wondering if they figured out they could save a lot of money if users couldn't lock on to satellites around the world, then use data-based mapping programs? Or, is Germany a special case? Or, something else?
