Anything that is in quotes, don't type them!

Download the Android SDK and extract (I'm guessing you've already done this)
Turn off your phone
Plug in your phone through USB to the PC
Power on the phone while holding the volume down button
Choose Fastboot from the menu and do nothing else with the phone
Click Start > Run (XP) or Start > All Programs > Accessories > Run (Vista and 7)
Type "cmd" and press Enter
Type "cd \" and press Enter
Navigate to the folder where you extracted the SDK (ex. C:\Android-SDK-Windows)
So if it were in the location above (you could always extract again and put it there)
cd Andriod-SDK-Windows > Enter OR cd an [press the tab key] > Enter
Type "fastboot oem enableqxdm 0" and press Enter
Type "fastboot reboot" and press Enter
Done

Let me know if that works for you.
Hey man, tried that method many times as well as a terminal I got from the market. I put in the codes and told me it was not permitted or denied. This sucks man, back to being a rook lol.
