I'm not sure what you mean by "hands free activation" but I had to go into data settings to select the correct data configuration (this is after running provisioning tool).
Also, whenever I soft reset I get a message saying "Device is unable to determine current country. Please verify your current location." I don't see a place to set this other than locales but I don't think that's where it's talking about setting it.
