Device Is Unable to Determine Your Country

Once I switched my kitchen from VZW's 6.1 base to their 6.5, I began getting the following error on each boot.

"Device is unable to determine your current country. Please verify your current location."

Tapping on the message takes me to NBPCD Current Country, and has a drop-down menu to set my current country. Unfortunately, the box is blank. If I tap 'Done' it takes me back to the CDMA Settings under Phone. I can then tap 'OK' and go about my business with no adverse effects besides the VZW Start Page not working in Opera, which may or may not be related.

Does anyone know what could be causing this error? I do not have this problem when running the stock 6.5 ROM, so I must have messed something up while tweaking it.
