No. You have to be a Verizon customer. If you're still an Alltel customer logging into the Alltel website to access your account, I'm pretty sure you weren't included in the merger. I think at this point what's left of Alltel that still carries the name Alltel isn't part of Verizon. It's a completely different company. So, trying to activate a Verizon phone there would be like trying to activate a Sprint phone there. It won't work (via legal means).
