"1) In Settings Tab > Location > Switch OFF "Improve location service by collecting location data at any time when the device is in use"
2) Also tick the box "Automatically decline location service in all HTC software that attempts to use location". Then press Done.
3) In the Weather Tab, you don't really have to do anything. I've just ignored the "My location" slot, and manually added where I am.
4) In the Home Tab, press the clock and add your own city manually and set that instead of the "My location" option."

But for me the information would stay for random amounts of time, from an hour to ten hours, but it always got erased. So I did some diving today and I think I might have figured out how to fix it.

On your phone go to all settings, personal, then phone. Click on CDMA Services and disable Time Synchronization. After doing what Monomer888 suggested and disabling time synchronization my information sticks even after soft resets.
