Question Ram Question after registry find

Playing about in the registry I found an entry titled "Available RAM on boot" and wondered what it was. I have noticed that the value is pretty darn close to my available RAM on startup and the number (in the registry) never changes.

Exact location "HKCU\Performance" -- my value is 103538688. I think this number is in bytes. I boot with available RAM @ 95mb-100 mb

Would changing this make more RAM available?
