Considering the open-source nature of Android, I suspect one of many things Google will allow is for you to adapt it to your device of choice. With phones like the OpenMoko and others designed with this in mind, I bet Google's more than willing to let you do with their OS as you please as far as devices is concerned. And since HTC is one of the main hardware companies supporting it, odds are it'll be easier.
