Do GSM phones have MSL equivelant?

I have been reading about the MSL modifications you can do with CDMA devices, (extend ring time, make it ring faster, poll for signal from towers faster, etc), and I was wondering if there is the equivalent thing for GSM phones? I know I can accomplish most of this via regedit, and get info about the towers with fieldtest, but is this a CDMA specific feature, or do GSM providers also have this?
