Unhappy Flummoxed by Internet Calling

I didn't think it would be rocket science getting VoIP working on my Titan (VZW XV6800), but I guess it is. Any rocket scientists out there willing to help?

My (current) rig:

ROM: Bare WM6.5 w/no OEMs (PPCKitchen Build 21501.5.0.70)
Radio: 3.37.75
HW Ver: 0003

I've tried every method I can find to enable Internet Calling. There's 3 or 4 cabs that have various combinations of the required files, SIP config tools, dialing plan config tools. All of them give me the option to enable Internet Calling in the Today settings, but it doesn't show up on the Today screen, nor does the Internet tab in the phone settings.

I've tried this on stock VZW ROMs, ROMs I've cooked with WM6 VOIP built in, and finally a stock WM6.1 with no OEMs. Nothing makes a difference.

I have a hard time believing it, but could this be a hardware issue? Has anyone with Hardware Version 0003 been successful getting VoIP working?

Are there any ROMs that have Internet Calling enabled by default? I'd be happy to drop one of those on my Titan to test.

If there's a post out there somewhere that explains how to get around this, my apologies for asking again. I know the VoIP subject has been beaten to death by people who can't follow directions or who can't search a forum. I'm not one of them - I've spent countless hours reading every VoIP thread I can find here and on xda-devs.
